The needle and seats will normally shut the fuel off incoming to the carbs when the bowls fill and the ball valves in the hose should hold pressure in the bulb.I have had a few of those, I would estimate around 5 US gallons per hour at around 3800-4000 rpm, assuming the thing will rev out to say 5200 rpm flat strap. You can't test a water pump on muffs. Hose pressure is forcing water up through the engine, not the water pump.
